Implicates the local community, rural and urban, which ensures that all basic needs are identified. Community work serves three objectives:- Invest in all community resourcesEvery member of the community has something to give, a potential that we should invest in. Moreover, it is easier to invest in people who live in the same region since they know the resources in their community well.
- Ensure that services are close byPeople in difficulty (whether they’re youth, disable persons, sick persons, farmers…) should be served where they live because often they have reduced mobility, have low access to communication means, and often have poor economic means
- Identify and evaluate the exact needs of the communityUnder no circumstances should anyone position oneself as the intellectual elite who is looking for solutions to the problems of others.

Service provider institutions
Depending on the identified needs, these institutions propose various activities. The activities are grouped into programs (agriculture, employment, youth, accessibility and mobility, health, social) that are devised as such so they become national policies, depending on their content. -
Public programs and national policy
The efficient running of a well-planned program can lead arcenciel to propose a legislation at the national level that applies to all Lebanese living similar situations. This is how the launching of the “accessibility and mobility” program has lead to the establishment of a law concerning all people with disability in Lebanon, in June 2000. Since, the council of minister has issued a dozen decrees for the application of Law 220, the last of which was enunciated in December 2011 regarding accessibility norms and the requirements for the new public buildings to abide by these decrees.
This is how the instauration of national program guarantees the legal frame and the durability of the other two pillars through legislations and the social security system.
Based on community fieldwork and the assessed needs of the local population, the institutionalization is established. It takes into account the needs of each region, and every program in order to ensure the delivery of specialized services at reach, through centers dispersed all over the country
